{"id":1207,"date":"2021-07-15T14:34:00","date_gmt":"2021-07-15T06:34:00","guid":{"rendered":"https:\/\/jeffooi.com\/?p=1207"},"modified":"2021-09-24T17:56:34","modified_gmt":"2021-09-24T09:56:34","slug":"day-2-14-7-2021-witness-lim-hock-seng","status":"publish","type":"post","link":"https:\/\/jeffooi.com\/?p=1207","title":{"rendered":"Day #2: Witness #3 &#8211; Datuk Lim Hock Seng"},"content":{"rendered":"\n<p><strong>14.7.2021: Ex exco member reveals Guan Eng wanted him to deal with BUCG on tunnel project<\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<p>SOURCE: NST Online<\/p>\n\n\n\n<p>By&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.nst.com.my\/authors\/sharanjit-singh\" target=\"_blank\">Sharanjit Singh<\/a>&nbsp;&#8211;&nbsp;July 14, 2021 @ 5:27pm<\/p>\n\n\n\n<p>KUALA LUMPUR: A former Penang state executive councillor today exposed how he had been instructed by <strong>Lim Guan Eng<\/strong> to work with the <strong>Beijing Urban Construction Group (BUCG) <\/strong>from day one even though the Penang undersea tunnel project was supposed to be awarded through open tender.&nbsp;<\/p>\n\n\n\n<p>Former Penang Public Works, Utilities and Public Transportation committee chairman <strong>Datuk Lim Hock Seng<\/strong> revealed that Guan Eng had in early 2011 instructed him to get in touch with <strong>Datuk Zarul Ahmad Mohd Zulkifli <\/strong>&#8211; the managing director of <strong>Consortium Zenith Construction<\/strong>, and BUCG&#8217;s local representative <strong>Lee Chee Hoe<\/strong>.&nbsp;<\/p>\n\n\n\n<p>The former Bagan Jermal assemblyman said Guan Eng gave him the duo&#8217;s mobile phone numbers with the instruction that they were interested in exploring the undersea tunnel project.<\/p>\n\n\n\n<p>&#8220;I was told to contact them in relation to the tunnel project and I did so.<\/p>\n\n\n\n<p>&#8220;Shortly after that the state government signed a memorandum of understanding (MOU) with BUCG on the company&#8217;s interest to undertake the project. At that time BUCG had estimated it to cost about RM10 billion,&#8221; he said.&nbsp;<\/p>\n\n\n\n<p>Lim, who has been a DAP member since the 1980s, said BUCG eventually invited Guan Eng to visit its headquarters in China, following which the latter led a 10-member state delegation to Beijing.<\/p>\n\n\n\n<p>The cost of the six day visit to China from June 2 to 8, 2011, he said, was fully borne by the Penang state government.&nbsp;<\/p>\n\n\n\n<p>&#8220;The state government paid for our flight tickets, accommodation, food and drinks,&#8221; Lim said.&nbsp;<\/p>\n\n\n\n<p>The 73-year-old was testifying as the third prosecution witness in Guan Eng&#8217;s corruption trial. The DAP secretary general is, among other things, accused of soliciting a 10 per cent cut in profits from the tunnel project, from Zarul.&nbsp;<\/p>\n\n\n\n<p>Guan Eng, who is former Finance Minister, is also accused of seeking RM3.3 million in kickbacks to appoint Zarul&#8217;s company to undertake the project.&nbsp;<\/p>\n\n\n\n<p>He also faces two counts of dishonestly misappropriating RM208.7 million worth of state land to two companies.&nbsp;<\/p>\n\n\n\n<p>It was previously reported that BUCG, which is one of China&#8217;s largest construction companies, had been awarded the RM6.3 billion project to construct three main roads and the undersea tunnel after partnering with Zarul&#8217;s Consortium Zenith Sdn Bhd.&nbsp;<\/p>\n\n\n\n<p>Guan Eng&#8217;s administration had then said the consortium was awarded the contract after an open tender which attracted about 60 bids.&nbsp;<\/p>\n\n\n\n<p>BUCG eventually withdrew from the partnership in 2016 after a fallout with the state government over a fatal crane accident which left a woman dead.&nbsp;<\/p>\n\n\n\n<p>During today&#8217;s hearing, Lim also touched on two plots of state land which had changed hands as payment for a feasibility study conducted for the tunnel project.&nbsp;<\/p>\n\n\n\n<p>He said the two plots on Lot 702 and 713 had been signed off by Guan Eng apart from another RM31 million which was paid also for the feasibility study.&nbsp;<\/p>\n\n\n\n<p>Asked by Deputy Public Prosecutor (DPP) <strong>Nik Haslini Hashim<\/strong> whether he was sure that the land swapped as payment did not belong to Guan Eng, Lim said:&nbsp;<\/p>\n\n\n\n<p>&#8220;No (it was not Lim Guan Eng&#8217;s land).&#8221;&nbsp;<\/p>\n\n\n\n<p>Meanwhile, the noon session of the hearing today was adjourned after Guan Eng&#8217;s lead counsel <strong>Gobind Singh Deo <\/strong>informed Sessions Court <strong>Judge Azura Alwi<\/strong> that he needed to go for a Covid-19 swab test.&nbsp;<\/p>\n\n\n\n<p>The lawyer said he had been informed that his secretary had tested positive for the virus and therefore he needed to get tested.&nbsp;<\/p>\n\n\n\n<p>The trial continues.<\/p>\n\n\n\n<p><strong>URL:<\/strong> <a href=\"https:\/\/www.nst.com.my\/news\/crime-courts\/2021\/07\/708288\/ex-exco-member-reveals-guan-eng-wanted-him-deal-bucg-tunnel-project\">https:\/\/www.nst.com.my\/news\/crime-courts\/2021\/07\/708288\/ex-exco-member-reveals-guan-eng-wanted-him-deal-bucg-tunnel-project<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>14.7.2021: Ex exco member reveals Guan Eng wanted him to deal with BUCG on tunnel project<\/p>\n<\/div>","protected":false},"author":2,"featured_media":1203,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[68],"tags":[72],"jetpack_featured_media_url":"https:\/\/jeffooi.com\/wp-content\/uploads\/2021\/07\/LGE-Tunnel.jpeg","_links":{"self":[{"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/posts\/1207"}],"collection":[{"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/jeffooi.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=1207"}],"version-history":[{"count":6,"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/posts\/1207\/revisions"}],"predecessor-version":[{"id":1676,"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/posts\/1207\/revisions\/1676"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/jeffooi.com\/index.php?rest_route=\/wp\/v2\/media\/1203"}],"wp:attachment":[{"href":"https:\/\/jeffooi.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=1207"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/jeffooi.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=1207"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/jeffooi.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=1207"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
